When I first started growing palms a long time ago, Veitchia winin was touted as being the most cold hardy species of the genus. It’s a medium sized palm with a ringed trunk, pinnate leaves and a mature height of about 30 feet. It is similar in appearance to Veitchia arecina and also wants full sun along the coast. I’d estimate cold hardiness into the mid to upper 20’s F.
